Behavioral Governance Formula (BGF)
BGF is an optional aggregation method over valid RCTA measurements. The familiar form
Φ = MIN(R,C,T,A) × AVG(R,C,T,A) may be used only when its inputs, scale, aggregation, threshold, and decision purpose are valid for the specific claim.Preconditions
Before aggregation, the verification record must justify that:
- each RCTA dimension is applicable and validly operationalized;
- measurements are sufficiently reliable and commensurable;
- missing or indeterminate dimensions are not converted into a pass;
- the aggregation rule matches the governing requirement and intended decision; and
- uncertainty and non-compensatory conditions remain visible.
No universal certification meaning
BGF is not the HEART certification equation. It does not create Gold, Silver, Bronze, investment-grade, insurer, procurement, legal-compliance, or HVC status. HVC v4.0 expressly rejects universal tier and score semantics.
A BGF result cannot compensate for an unsatisfied applicable requirement or a violated Seven Axiom, and it cannot convert research measurement into normative authority.
Validation boundary
Formula behavior is mathematically inspectable; the validity of its constructs, measures, thresholds, and external interpretations is empirical and claim-specific. If direct requirement-level determinations are clearer or more valid, use them instead.
